When Alexei meets Dreykov at the airport, we learn why he and his “family” were placed in Ohio, of all places – so he could steal information from the North Institute. Taken from the comics, the institute is supposedly a S.H.I.E.L.D. facility, but is really controlled by Hydra.
In fact, the information Alexei stole, holding the secret to “unlocking free will,” came from the Winter Soldier program. The Red Room, then, used the same techniques employed to turn Bucky into the Winter Soldier when it created its own Black Widows. In an interesting visual nod, the Red Room’s soldiers’ uniforms resemble Hydra operatives’ duds from World War II.
