The whole point of stalls is that they’re supposed to offer privacy to whoever’s using the toilet. People don’t really want to be watched when they’re doing their business, which is why these dividers are in place.
However, there’s not really much point to them when the stall door is this small. Anyone could easily peek over or under it to see what someone’s doing on the other side. That completely removes any feeling of privacy, and it undoubtedly makes most people who use the toilet feel completely insecure.
