What do you do if you’re struggling to get your valve to work? Stick another one on top and hope that it gets the job done. That’s seemingly what’s been done here, and presumably, it was successful.
We suppose the person was having difficulty operating the valve the way it was, so they figured that adding another one to it would make things much easier. We can certainly see the logic behind that, even if it’s just a makeshift solution done to avoid calling in a professional.
