At most restaurants in America, the wait staff keep an eye out for drained glasses. They top off your drinks without you having to ask, or they’ll ask if you need another. It’s part of the customer service experience for most dining establishments.
Though it is awkward to have a wait staff interrupt your dinner conversation every 5 minutes for a glass of water. Also, Americans like to stay hydrated, because all the carbohydrates we eat make us thirsty!
