Episode three gives us our first glimpse of Helmut Zemo since Captain America: Civil War, when he incited the war that tore the Avengers apart. Apparently, he’s still up to his old tricks in TFATWS, as literally the first thing he says to Bucky are the three trigger words he cribbed from Hydra’s book, meant to reactivate his Winter Soldier programming.
While it did work in Civil War, the deprogramming Bucky underwent in Wakanda later meant he was finally free. Incidentally, the trigger words have been hiding in plain sight since episode one, as they appear in the show’s closing credits.
