It’s exactly at the memorial for Sokovia’s fallen that Bucky finds Zemo in episode five. He points a gun at him, before revealing that he’d taken all of the bullets out and handing Zemo over to the Dora Milaje. That seemingly simple act of mercy is a huge character shift for the former Winter Soldier.
Bucky finally takes control of his own narrative, breaking free of the mind control placed on him by Hydra – and used by Zemo himself in Captain America: Civil War. It’s also a callback to the first episode, when Bucky’s therapist reminded him that their second rule for making amends is no bloodshed.
