Episode three sees Sam, Bucky, and Zemo arriving in Riga, Latvia, looking for leads on the whereabouts of Karli Morgenthau. As they walk and talk, they discuss the fate of Sokovia – Zemo’s Eastern European homeland whose capital was obliterated in Avengers: Age of Ultron.

It’s not business – it’s personal

Zemo wonders rhetorically whether Sam and Bucky had ever been to Sokovia since to visit the memorial. Later, in episode five, Zemo himself pays his respects at the memorial. His loss is entirely personal – his wife and son perished during the battle. Curiously, though, in Age of Ultron Zemo was an ordinary high-ranking official in Sokovia’s military, not a member of the aristocracy.
