When Zemo is taken away by the Dora Milaje, he isn’t returned to Wakanda for some reason. Instead, Ayo and her compatriots take him to the Raft, the underwater prison we first saw in Captain America: Civil War. Ayo seems pretty confident Zemo will live out the rest of his days there, but there’s massive evidence to the contrary.
In Civil War, Wanda, Falcon, Hawkeye, and Ant-Man are all imprisoned here, but are broken out by Steve – and Zemo’s well aware of that. Our guess? Zemo is going to spend his time there starting the Thunderbolts – a group of Marvel villains posing as heroes.
