In episode three, titled Power Broker, Zemo, Sam, and Bucky travel to Madripoor aboard Zemo’s private plane, as it turns out he’s a loaded member of Sokovia’s aristocracy. During the flight, the three discuss the nature of heroes.
Zemo contends that Steve Rogers’s near perfection, the problem is that people have a tendency to place their heroes on pedestals, thereby forgetting their flaws and giving them blank checks to do whatever. That’s a perfect callback to Avengers: Age of Ultron, when Zemo came face to face with Steve and literally the first thing he did was find a flaw, however minor, in him.
