Captain America had lots of pop culture to catch up on after coming out of the ice. One thing he did not need to re-learn though, is footwear. ‘Converse’ Has been around since 1908 and they cost about $3 in 1947. During WWII they started making footwear for soldiers. This is probably one of the first things Cap recognized when he woke up in the 21st century.
As we can see in The post-credits scene of Captain America: The First Avenger, Steve Rogers is indeed wearing a pair of Converse shoes.
